Russian pioneers: an appeal of the 21st century

An address of the PM/PS editors and the organizing committee of RDMK-2008 to the readers of the magazine and the participants of the conference

Challenges of the 21st century require to rapidly form in Russia a new large and active social group of contemporary pioneers, capable to become real owners of yet sparsely-populated territories and join in the overall exploitation of natural resources based on high technologies.

Reviving the Russian earliest explorers’ traditions in the new historical conditions defined by globalization, and actively supporting at the local level the economic policy of the state, the pioneers of the 21st century are called to become leaders of the renovating country and its civil society.

The fifth Baikal International Economic Forum one more time emphasized comprehensive capabilities of Siberia and the Far East for the development of Russia in global perspective. It was marked that a real power source of our country is its huge territories which should be populated with energetic and enterprising people in key places. Those people should be ready to search for new opportunities and chances, broaden the horizons of their world, undertake tasks, which nobody undertook before them, and, at the same time, create a new, fairly comfortable environment for themselves.

Indeed, for the present-day Russia, as the first vice-premier Igor Shuvalov said in his report at the forum, very important are “high-accuracy hits” to the priority points of space and definite forms of social and economic activity. Instead of formal calculations of the average density of population, “natural” inflow of migrants, average wages and other formal quantity indicators, it is necessary now to concentrate energy of human capital so that to help work the base principle: “right people in the right place.” “At proper time” can also be added, because we have actually no time to spare as the world is rapidly changing.

The state policy there deals with, at least, three large target groups - the local population, the coming specialists and, certainly, a migratory inflow. However, it is clear that first of all, an outflow of local population should be stopped by creating the conditions, comparable those in the European part of the country - the high state level puts this problem this way. Just in this connection, the editors of the PM/PS magazine and the organizing committee of RDMK-2008 again turn to the problem of the right for individual enterprise of the population living in places of mining and processing of precious metals (PM) and precious stones (PS).

Regions have for already many years been unsuccessfully trying to achieve the restoration of this right which was in force even in Soviet times, but is not in force in Russia today. In due time, even a draft of such law existed, and in 2005, in Magadan, at a meeting on gold, held under Vladimir Putin's presidency, Alexey Kudrin spoke in its favor among others. But the draft law did not get off the ground, and this fact was one more time pointed at by the governor of the Magadan area Nikolay Dudov. He reminded that in the remote Kolyma settlements, individuals continue gold mining, thus forming the shadow jewelry turnover (SJT).

The editors of the PM/PS and the organizing committee of RDMK-2008 remind that during several years this problem was being investigated within the limits of the development of a general concept of the SJT reduction. It offered to give the right for ownership over PM and PS to individual businessmen currently engaged in SJT, first of all, in the hard-to-reach places of the remote regions. The concept was approved at RDMK-2006 and RDMK-2007, and with due consideration of the remarks has been recently submitted to the Federation Council.

Legal individual and family business in the sphere of PM and PS, in the developers’ opinion, would reduce shadow financial flows and criminal phenomena connected with them. The Ministry for Emergency Situations would have a stationary contingent of observers in the remote territories. Discovery of new deposits of minerals, especially in places where man has never set food, is also not impossible.

The main thing, however, is that this measure will provide legal work for tens of thousands of the local unemployed and, what is more, can cause a kind of regulated mass “gold fever” and a migration of the manpower unclaimed by the legal economy into sparsely populated northern and Siberian regions.

In view of the results of the Baikal forum and the closeness of the concept to the ways of implementation of social and economic plans within the next three years and a prospect till 2020, declared there, the editors of the PM/PS and the organizing committee of RDMK-2008 decided to submit the megaproject “The Triangle of Light” to the RF Government.

I addition, we address all readers of the magazine, beginning since 1994, and the participants of annual RDMK conferences, beginning since 1998, with a proposal to give their remarks and recommendations regarding the megaproject, proceeding from the 2008 realities, with a purpose of their further consideration at RDMK-2008 (November, 5-6).
